Potential legislation a year(+) from now will do nothing to help your neighbors survive this Winter. What is the point of Representing Your People when there's nothing governmentally you can do to help when the need is imminent/ dire?
It takes years to maybe get passed something (on the State level) to help only a handful of those in desperate need, which your opposition can/ does then tear down, overnight. [Somehow imposing their will with vigor/ efficacy, while your party seemingly accomplishes nothing in response.]
Government no longer represents ‘the people.’ [You do see that, right?]
Nonprofits/ programs with government funding/ oversight have been hobbled. [As demonstrated.]
Big Corporations don't give a shit. [Beyond their rising stock price.]
Local Citizens, Businesses are maybe the only ones left who might care to help (/be unhindered by politics). [Unfortunately, Chamber Leadership seems unwilling even to consult their members, and you saw how Town Leadership responded to the same request…]
You have observed my many attempts to find Help. Advocacy starts with someone that cannot be ignored. It helps if they have a voice others respect (/fear). Authority is a requisite: otherwise, what's the point?
Will you please converse with our local Chamber of Commerce and/ or Town Hall on behalf of your struggling constituents? Grassroots is the only way left for (any) change (for the better) to happen. [Top-down is broken.] Wouldn't it be magnanimous if you found a way to accomplish something to make Our State (well, our neighborhood, to start) a better/ safer/ respectful place, despite all the obstacles (/ill-will) imposed? Starting locally, as an example for other communities/ townships to follow. Put Our Town on the map for Social Reform, Innovation, Compassion… [In a time when those cannot seem to be found.]
Save one struggling neighbor, to start. [It doesn't have to be me.] Figure out how it can work, how it can be done better, then start on saving the next neighbor who's not going to survive, alone…
Will you Represent Us here, now? [Legislation isn't the only way.]

[Forgive my not knowing the proper terminology (and for how I write)…]
The old meters need to be relocated, there's no way to reach them where they are without working around the chimney (which is what caused the fire). Point in fact, I only need one meter (been overcharged for having a separate hot-water meter which was never necessary), which would best be located at the northeast corner where the main-line meets the house, which can then be run under the front porch to the middle of the house then straight to the new panel. Only a few access-holes need be cut into the half-inch porch-flooring to feed it through. [Rather than sending someone 15 feet into the inaccessible back-corner of that crawlspace.]
I already own a ‘new’ 200A panel (purchased 10+ years ago, never installed: rather than installing a new 60A sub-panel, as proposed): which is where the existing upstairs, new living room and office wires will (/can be run to) reach. It comes with some of the breakers.
If the problem here is the cost difference to pull a new 200A wire from the POA/ pole to the new panel: my (Boomer) mother will cover that price. She insists. [Further, perhaps ["Power Company"] could be convinced to at least offer a discount: having left my electrical in that dismal/ dangerous state with their patchwork workaround (pictured) for 5+ years now?]
Conduit– The upstairs wiring (15 years ago pulled, never connected, all of which) that runs through the middle-chimney cavity down to the new panel needs to be in conduit, as radiant heating (eventually, hopefully) will be run through the same space for the upstairs floors. The living room and (some of the) office wires can/ should instead be pulled over to the middle-chimney through their remaining ceilings (your proposal stated you will not demolish) which will be gone by the time you get here (a contractor is coming soon to rip them down: as I cannot physically handle that work myself). It would be helpful if those new living/ office (overhead) wires were also in conduit down to the new panel. Running the main-line in conduit would be appreciated, preferably drilled through the downstairs floor-joists (same as the upstairs/ office/ living wires: to reach the new panel): as eventually the intention is to install radiant heating/ cooling tubes under the downstairs floors too, to be insulated and then sealed-shut, forever. [But that's just me trying to be optimistic about the outcome of my housing/ heating/ electrical situation.]
The existing hot water-heater cable can be patched from the new 200A panel to the old one (to then function as sub-panel, rather than the other way around, as you've proposed). The existing kitchen, laundry, bathroom, entry, major-appliance wiring can instead be rerouted to the new panel (through the basement-ceiling): to be done as soon as you're done, which was always the plan.
The intention being to be rid of that old, insufficient, overloaded 100A panel entirely, once the new one is up and running. [Rather than overcomplicating that ineffective, underpowered hot-mess by glomming more onto it [bureaucracy: defined, pictured]: instead of starting something new, better: leaving it to be somebody else's problem down the road, same as it became mine/ ours: yet again failing to seek proper remedy (when the time was right).]
Please, let's wire this house properly, once and forever. We will cover the cost difference to set this work on the right path: so it never has to be (re)done again. [I've been saving up to fix my car, have some funds put aside.]
Your help is most appreciated, and of course I'll take whatever I can get, but please consider… I've been living with this mess for nearly 20 years, trying to figure out how to set it right (picking away at it, slowly). This is the closest I have come to making substantial forward-progress (on any front). Though, it would cost me additional, unnecessary effort/ dollars down-the-line to undo the backwards-compatibility your proposed work-order will create…
